Question About Blessed Scrolls

Do you know if anyone can confirm, at least using video evidence or writing somewhere, that these blessed magic scrolls are likely to not cause damage to your equipment if they fail?

I find them useless after I realize they will only give you a chance to gain a bonus of 3 if your gear is +0-2, and only a 2 chance in the event that your gear is at +3-5.
